Baltic herring in white marinade

Any kind of fish can be made in this marinade, but small fish are better. It swells up and makes it very soft and tasty.
Ingredients for herring in white marinade:
- Herring (peel and cut off the heads) - 1 kg
- Vinegar (3% + a glass of water to the same. You can adjust the spiciness) - 1 glass
- Onions (cut a large onion into rings) - 1 pc
- Carrots (thinly slice into circles) - 2 pcs
- Sugar - 1 tablepoon
- Salt (to taste)
- Black pepper (peas and allspice 3 pieces) - 7 units
- Bay leaf - 4 units
